தமிழகத்தில் அரசுப் பணியாளர்களைத் தேர்வு செய்யும் முதன்மை முகமையாகச் செயல்படும் அரசு அமைப்பான தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் (TNPSC) எப்போது தொடங்கப்பட்டது தெரியுமா… டி.என்.பி.எஸ்.சி-யின் பொதுவான பணிகள் என்னென்ன?
தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் (டி.என்.பி.எஸ்.சி)
இந்தியாவில் மாநில அரசு சார்பில் தொடங்கப்பட்ட அரசுப் பணியாளர் தேர்வாணையம் என்ற பெருமை பெற்றது தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம். பிரிட்டீஷ் ஆட்சிக் காலத்தில் குடியுரிமைப் பணியில் இருக்கும் இந்தியர்களுக்கான ஊதிய வரம்பை நிர்ணயிக்க பணியாளர் தேர்வாணையம் ஒன்றை 1923-ல் அமைத்தது. ஆர்தர் ஹேமில்டன் தலைமையில் அமைக்கப்பட்ட அந்த ஆணையத்தில் ஐந்து ஆங்கிலேயே அதிகாரிகளும் நான்கு இந்திய அதிகாரிகளும் இடம்பெற்றிருந்தனர். இந்த ஆணையம் இந்தியக் குடிமைப் பணி, காவல் பணியில் அடுத்த 15 ஆண்டுகளுக்குள் 50% இந்தியர்களும் 25 ஆண்டுகளுக்குள் நூறு சதவிகிதம் இந்தியர்களே இடம்பெற வேண்டும் என்று இலக்கு நிர்ணயித்து பரிந்துரை செய்தது. அதேநேரம், பணியாளர்களைத் தேர்வு செய்வது மற்றும் அவர்களுக்கான பணி வரன்முறைகளை நிர்ணயிப்பது உள்ளிட்ட அதிகாரங்கள் மாகாண (மாநில) அரசுகளுக்கே அளிக்கப்பட்டது.
மெட்ராஸ் தேர்வாணையம்
இந்தநிலையில், 1929-ல் அப்போதைய மெட்ராஸ் மாகாண சட்டமன்றத்தில் அரசு ஊழியர்களைத் தேர்வு செய்வதற்காக மெட்ராஸ் தேர்வாணையம் (Madras Service Commission) அமைக்க சட்டம் கொண்டுவரப்பட்டு, நிறைவேற்றப்பட்டது. தலைவர் உள்பட 3 உறுப்பினர்களுடன் இந்த ஆணையம் அமைக்கப்பட்டது. இதன்மூலம், நாட்டிலேயே முதல்முறையாக அரசு ஊழியர்களைத் தேர்வு செய்வதற்காக அமைக்கப்பட்ட முதல் தேர்வாணையம் என்ற பெருமையை மெட்ராஸ் தேர்வாணையம் பெற்றது. அதே சமயத்தில், தங்கள் மாகாணத்துக்கென தனி தேர்வாணையத்தை உருவாக்க பஞ்சாபும் முடிவு செய்திருந்தது.
1957-ல் மொழிவாரி மாநிலப் பிரிப்புக்குப் பின்னர், மெட்ராஸ் அரசுப் பணியாளர் தேர்வாணையம் என்று பெயர் மாற்றம் செய்யப்பட்டது.
டி.என்.பி.எஸ்.சி
சென்னை மாகாணம் தமிழ்நாடு எனப் பெயர் மாற்றம் செய்யப்பட்ட பின்னர் 1970-ல் மெட்ராஸ் அரசுப் பணியாளர் தேர்வாணையம், தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் என தாமாகவே பெயர் மாற்றம் செய்யப்பட்டது. இந்திய அரசியலமைப்புச் சட்டத்தின் பிரிவு 16, 234, 315 – 323 ஆகியவற்றில் அரசுப் பணியாளர் தேர்வாணையங்களின் அதிகாரங்கள் வரையறுக்கப்பட்டிருக்கின்றன. டி.என்.பி.எஸ்.சி, 1954-ல் வகுக்கப்பட்ட தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணைய ஒழுங்குமுறை மற்றும் நடத்தை விதிகள் அடிப்படையில் நிர்வகிக்கப்படுகிறது.

- அரசுப் பணியாளர்களின் ஒழுங்குமுறை நடவடிக்கைகள் மீதான மேல்முறையீடு குறித்த விவகாரங்களில் அரசுக்கு ஆலோசனை வழங்குவது.
