ஆந்திர மாநிலத்தின் நரசிம்மபேட் அருகிலுள்ள லக்னப்பள்ளி கிராமத்தில் 1921-ம் ஆண்டு ஜூன் 28-ம் தேதி பிறந்தார் பமுலபட்ரி வெங்கட நரசிம்ம ராவ், சுருக்கமான பி.வி.நரசிம்ம ராவ். வழக்கறிஞரான இவர், சுதந்திரப் போராட்டத்தில் ஈடுபட்டவர். 1962 – 67 வரை மத்திய அமைச்சராக இருந்தவர், 1991 – 1996-ல் இந்தியாவின் 9-வது பிரதமராகப் பதவி வகித்தார். இந்தி பேசாத மாநிலங்களில் இருந்து பிரதமரான இரண்டாவது நபர் மற்றும் தென்னிந்தியாவைச் சேர்ந்த முதல் பிரதமர் என்ற பெருமைக்குரியவர். 1971-73 காலகட்டத்தில் ஆந்திராவின் முதல்வராகப் பதவி வகித்தவர்.
பிரதமர் பதவிக்காலம்
1991 ராஜீவ்காந்தி படுகொலைக்குப் பிறகு நடைபெற்ற தேர்தலில் காங்கிரஸ் வெற்றிபெற்றது. அப்போது, என்.டி.திவாரி, சரத் பவார், அர்ஜூன் சிங் என காங்கிரஸில் பல தலைவர்கள் இருந்தநிலையில், பிரதமராகும் வாய்ப்பு நரசிம்மராவுக்கு வாய்த்தது. ஐந்து ஆண்டுகள் முழுமையாகப் பிரதமர் பதவி வகித்த நரசிம்ம ராவ், பொருளாதார சீர்திருத்தங்கள் மூலம் நாட்டின் பொருளாதாரத்தை உயர்த்தினார். நாட்டின் சமீபகால வரலாற்றில் நரசிம்மராவ் ஆட்சிக் காலத்தில் மேற்கொள்ளப்பட்ட பொருளாதார சீர்திருத்தங்கள், வெளிநாட்டுக் கொள்கைகள் ரொம்பவே முக்கியமான பங்காற்றியவை.
இந்திய வரலாற்றில் முக்கியமான பிரதமர்களில் ஒருவராகக் கருதப்படுபவர். இவரது ஆட்சிக் காலத்தில் நிதியமைச்சராக இருந்த மன்மோகன் சிங், பல்வேறு சீர்திருத்த நடவடிக்கைகளை எடுத்தார். மைனாரிட்டி அரசாக இருந்தபோதே, நாடாளுமன்றத்தில் பல்வேறு சவாலான சூழல்களை சமாளித்து உலகமயமாக்கல் கொள்கையைக் கொண்டுவந்தவர். தனது பொருளாதார, அரசியல் நடவடிக்கைகளால் `சாணக்கியர்’ என்று அரசியல் வட்டாரங்களில் குறிப்பிடப்படுபவர்.
இவரது நடவடிக்கைகளால் கிட்டத்தட்ட திவாலாகும் நிலையில் இருந்து தலைநிமிரத் தொடங்கியது இந்தியப் பொருளாதாரம்.
இந்தியாவின் அணு ஆயுதக் கொள்கையை மறுசீரமைத்த இவர், பொக்ரான் அணுகுண்டு சோதனை நடத்தப்பட முக்கியமான காரணமாக இருந்தவர். இவர் குறித்து ஒருமுறை பேசிய முன்னாள் ஜனாதிபதி அப்துல்கலாம், `அரசியலை விட நாட்டின் நலனே முக்கியம் என்ற கருத்தைக் கொண்டவர் நரசிம்மராவ்’ என்று குறிப்பிட்டார். அணு ஆயுத சோதனைக்குத் தயாராக இருக்கும்படி நரசிம்மராவ், தன்னிடம் குறிப்பிட்டதாகவும், ஆனால், 1996 பொதுத்தேர்தலால் அப்போது சோதனை நடத்தப்படவில்லை என்றும் அவர் தெரிவித்தார். அதன்பின்னர் வாஜ்பாய் ஆட்சிக் காலத்தில் பொக்ரானில் அணு குண்டு சோதனையை இந்தியா நடத்தியது.
இவரது ஆட்சிக்காலத்தில்தான் இந்தியாவின் `லுக் ஈஸ்ட் பாலிசி’ கொண்டுவரப்பட்டது. இஸ்ரேலுடன் முதல்முறையாக ராஜாங்கரீதியிலான உறவை இந்தியா ஏற்படுத்தியது. 1994-ல் ஐக்கிய நாடுகள் அவையில் இந்தியாவுக்கு எதிராகக் கொண்டுவரப்பட்ட தீர்மானத்தைத் திறமையாக எதிர்க்கொண்டு வெற்றிகண்டார். பல்வேறு சாதனைகள் இவரது ஆட்சிக்காலத்தில் இருந்தாலும், உத்தரப்பிரதேசத்தின் அயோத்தியில் இருந்த பாபர் மசூதி இடிப்பு, பஞ்சாபில் கிளர்ச்சி உள்ளிட்ட பல சர்ச்சைகளும் கச்சைகட்டின. காஷ்மீர் தீவிரவாதத்துக்கு எதிரான கடுமையான கொள்கைகளையும் இவர் வகுத்தார். அதேபோல், இவரது ஆட்சிக் காலத்திலேயே பா.ஜ.க தேசிய அளவில் வலுவான கட்சியாக வளர்ச்சியடைந்தது. 1996 தேர்தலில் காங்கிரஸ் அடைந்த படுதோல்விக்குப் பிறகு சொந்த கட்சியினராலேயே ஓரங்கட்டப்பட்டார். 2004 டிசம்பர் 23-ல் மாரடைப்பால் டெல்லியில் உயிரிழந்த இவரது உடல், ஹைதராபாத்தில் தகனம் செய்யப்பட்டது.
