தமிழ்நாடு நிதியமைச்சராகப் பொறுப்பேற்ற பின்னர் முதல்முறையாக அமைச்சர் தங்கம் தென்னரசு 2024-25 ஆம் ஆண்டுக்கான தமிழ்நாடு அரசின் நிதிநிலை அறிக்கையைத் தாக்கல் செய்தார்.
“காட்சிக்கு எளியன், கடுஞ்சொல்லன் அல்லனேல்
மீக்கூறும் மன்னன் நிலம்”
என்ற திருக்குறளை மேற்கோள் காட்டி தனது உரையைத் தொடங்கிய அவர், “நூற்றாண்டு கண்ட இந்த சட்டப்பேரவையில் பட்ஜெட் தாக்கல் செய்வதில் மகிழ்ச்சி. இந்தியாவின் இரண்டாவது பெரிய பொருளாதார பலம் கொண்ட மாநிலம் தமிழ்நாடு. 100 ஆண்டுகளில் தாக்கல் செய்த பட்ஜெட், தமிழர்களைத் தலைநிமிர செய்தது. தமிழ் இலக்கியங்களை மொழிபெயர்க்க நடவடிக்கை எடுக்கப்பட்டு வருகிறது.
தமிழர்களின் எண்ணங்களை அறிவிப்பாக மாற்றிடும் வகையில் பட்ஜெட் உரை அமையும். பல்வேறு நெருக்கடிகளுக்கு இடையில் தமிழ்நாட்டின் பொருளாதாரத்தை வழிநடத்திட வேண்டிய சூழலில் பணியாற்றிக்கொண்டிருக்கிறோம். ஆழி சூழ் தமிழ் நில பரப்பில் அழையா விருந்தாளியாக அவ்வப்போது வரும் இயற்கை பேரிடர்கள் ஒரு பக்கம். கூட்டாட்சி தத்துவத்தை அடியோடு மறந்து மாற்றாந்தாய் மனப்பான்மையோடு நடந்துகொள்ளும் ஒன்றிய அரசு மறுபக்கம். இதற்கிடையே, தமிழ்நாட்டை வளர்ச்சி பாதையில் அழைத்துச் செல்ல உதவும் வரவு செலவு திட்டத்தை உருவாக்கிட வேண்டிய தேவைகள் எழும்போதெல்லாம் பெரியார், அண்ணா, கலைஞர் ஆகியோரின் வழிகாட்டுதல் மட்டுமே எங்களுக்கு கலங்கரை விளக்கமாக எங்களுக்கு அமைந்துள்ளன” என்று குறிப்பிட்டார்.
தமிழ்நாடு அரசு 2024-25 நிதிநிலை அறிக்கை – சிறப்பம்சங்கள்
- மதி இறுக்கம் (Autism) உடையோருக்கான உயர்திறன் மையம் ரூ.25 கோடி மதிப்பீட்டில் அமைக்கப்படும்.
- தூத்துக்குடியில் 2,000 ஏக்கர் பரப்பளவில் விண்வெளித் தொழில் & உந்துசக்திப் பூங்கா
- தொல்குடி பழங்குடியினர் குடியிருப்புகள் மேம்பாட்டுத் திட்டத்துக்கு 4 ஆண்டுகளுக்கு ரூ.1000 கோடி ஒதுக்கீடு.
- முதலமைச்சரின் காலை உணவுத் திட்டம் ஊரகப் பகுதி அரசு உதவிபெறும் பள்ளிகளில் பயிலும் 1-5 வகுப்பு மாணவர்களுக்கும் திட்டம் விரிவாக்கம் செய்யப்படுகிறது.
- சமத்துவ நோக்கில் மகளிர் நலம் என்பதை நோக்காகக் கொண்டு 10,000 புதிய மகளிர் சுய உதவிக் குழுக்கள் உருவாக்கப்படும். மகளிர் சுய உதவிக் குழுக்களுக்கு வங்கிக் கடன் இணைப்பு மற்றும் இதற்காக ரூ.35,000 கோடி ஒதுக்கீடு செய்யப்படும்.
- 2030-க்குள் குடிசையில்லாத் தமிழ்நாடு என்பதை நோக்காகக் கொண்டு கலைஞரின் கனவு இல்லம் திட்டடம். 6 ஆண்டுகளில் 8 லட்சம் கான்கிரீட் வீடுகள் கட்டித்தரப்படும். 2024-25-ல் ஒரு லட்சம் வீடுகள் கட்ட இலக்கு. ஒரு வீட்டின் மதிப்பு ரூ.3.5 லட்சம்.
- தமிழ் இலக்கிய படைப்புகளை உலகம் முழுவதும் எடுத்துச்செல்ல நடவடிக்கை எடுக்கப்படும். தமிழ் இலக்கியங்களை மொழிப்பெயர்க்க நடவடிக்கை எடுக்கப்பட்டு வருகிறது. சிலப்பதிகாரம், மணிமேகலை உள்ளிட்ட நூல்களை 2 மொழிகளில் மொழிபெயர்க்க ரூ.2 கோடி ஒதுக்கீடு செய்யப்படுகிறது. மொழித் தொழில்நுட்பப் புத்தொழில் நிறுவனங்களுக்கு ரூ.5 கோடி நிதியுதவி அறிவிப்பு.
- வடசென்னை வளர்ச்சித் திட்டத்துக்கு ரூ.1,000 கோடி ஒதுக்கீடு செய்யப்படுகிறது. அடையாறு நதிச் சீரமைப்புக்கு ரூ.1,500 கோடி ஒதுக்கீடு. தமிழ்நாட்டின் முதன்மை நதிகள் புனரமைப்புக்கான திட்ட அறிக்கை தயாரிக்கப்படும். சென்னைத் தீவுத்திடல் மேம்பாட்டுத் திட்டம் செயல்படுத்தப்படும்.
- பேராசிரியர் அன்பழகன் பள்ளிகள் மேம்பாட்டுத் திட்டம் – ரூ.1,000 கோடி மதிப்பீட்டில் புதிய வகுப்பறைகள் கட்டப்படும்.
- மகளிர் உரிமைத்தொகை திட்டத்திற்காக ரூ.13,720 கோடி ஒதுக்கப்படுகிறது. மகளிர் இலவச பேருந்து திட்டம் மலைப்பகுதிகளுக்கும் விரிவிப்படுத்தப்படும். அரசு உதவிப்பெறும் பள்ளிகளில் பயிலும் மாணவிகளுக்கும் புதுமைப்பெண் திட்ட விரிவாக்கத்திற்காக ரூ.370 கோடி ஒதுக்கீடு. ஊரகப்பகுதிகளுக்கும் காலை உணவு திட்டம் விரிவாக்கம்.
- தொழில்துறை 4.0 தரத்திற்கு 45 பாலிடெக்னிக் கல்லூரிகள் உயர்த்தப்படும். புற்றுநோய் மேலாண்மை இயக்கம் அமைக்கப்படும். மாற்றுத்திறனாளி விளையாட்டு வீரர்களுக்காக 6 இடங்களில் பாரா தடகள விளையாட்டு மையங்கள் அமைக்கப்படும். இராமநாதபுரத்தில் கடல்சார் நீர் விளையாட்டு மையம் அமைக்கப்படும்.
- ஒரு லட்சம் மாணவர்களுக்கு ரூ.2,500 கோடி கல்விக் கடன் தரப்படும். 1,000 நபர்களுக்கு ஒன்றியப் பணியாளர் தேர்வாணையம் (SSC), ரயில்வே, வங்கித் தேர்வுகளுக்கான பயிற்சி அளிக்கப்படும். இதற்காக ஆறு மாத உறைவிடப் பயிற்சி தரப்படும் ரூ.6 கோடி ஒதுக்கீடு செய்யப்படுகிறது.
- ‘நான் முதல்வன்’ திட்டத்திற்கு மேலும் ரூ.200 கோடி நிதி ஒதுக்கீடு செய்யப்படுகிறது. நான் முதல்வன் திட்டத்தின் கீழ் 100 கலை & அறிவியல், பொறியியல் கல்லூரிகளில் திறன் ஆய்வகங்கள் திறக்கப்படும்.
- அடுத்த 2 ஆண்டுகளில் 50,000 இளைஞர்களுக்கு அரசுப் பணி வழங்கப்படும். ஜூன் மாதத்துக்குள் 10,000 பணியிடங்கள் நிரப்பப்படும். இதுவரை 60,567 இளைஞர்களுக்குப் பணி நியமனங்கள் வழங்கப்பட்டுள்ளன.
- பள்ளிவாசல்கள், தேவாலயங்கள் புனரமைப்புத் திட்டத்துக்கு ரூ.10 கோடி ஒதுக்கீடு.
- சென்னையை அடுத்த முட்டுக்காடு பகுதியில் கலைஞர் பன்னாட்டு அரங்கம் அமைக்கப்படும்.
- 500-க்கும் மேற்பட்ட பெண்கள், மாற்றுத் திறனாளிகள், மூன்றாம் பாலினத்தவரைப் பணியில் அமர்த்தும் புதிய தொழில் நிறுவனங்களுக்கு ஊதிய மானியம் வழங்கப்படும்.
- மெரினா, கடலூர் சில்வர் பீச் உள்ளிட்ட 8 கடற்கரைகள் மேம்படுத்தப்படும். தமிழகத்தில் கடற்கரைகளை மேம்படுத்த நீலக்கொடி கடற்கரைச் சான்றிதழ் திட்டம் அறிமுகம். தூண்டில் வளைவுகள், மீன் இறங்கு தளங்களை அமைக்க ரூ.450 கோடி நிதி ஒதுக்கீடு.
- தஞ்சாவூர், சேலம், வேலூர், திருப்பூர், தூத்துக்குடியில் நியோ டைடல் பூங்காக்கள் அமைக்கப்படும். இந்த நியோ டைடல் பூங்காக்கள் மூலம் 13,000 பேருக்கு வேலைவாய்ப்பு உண்டாகும்.
- ஆயிரம் ஆண்டுகள் பழமையான கோயில்களின் திருப்பணிகளுக்கு ரூ.100 கோடி நிதி ஒதுக்கீடு. திருப்பரங்குன்றம், திருநீர்மலை கோயில்களில் ரோப் கார் வசதி ஏற்படுத்தப்படும்.
- சென்னை விமான நிலையம் முதல் கிளாம்பாக்கம், கோயம்பேடு – ஆவடி இடையே மெட்ரோ ரயில் விரிவாக்கம். சென்னை மெட்ரோ விரிவாக்க பணிகளுக்காக ரூ.12,000 கோடி ஒதுக்கீடு.
- விருதுநகர், சேலத்தில் ரூ.2,483 கோடி செலவில் ஜவுளி பூங்கா அமைக்கப்படும்.
- கோவையில் ரூ.1,100 கோடி செலவில் புதிய ஐடி பூங்கா. 20 லட்சம் சதுர அடி பரப்பளவில் இது அதிகரிக்கப்படும். கோவையில் பிரம்மாண்ட நூலகம் கலைஞர் பெயரில் அமைக்கப்படும்.
- அரசுப் பள்ளியில் பயின்று கல்லூரிக்கு செல்லும் மாணவிகளுக்கு மாதம் ரூ.1000 வழங்கும் புதுமைப்பெண் திட்டம் இந்த ஆண்டு முதல் அரசு உதவிபெறும் பள்ளிகளில் தமிழ் வழியில் பயிலும் மாணவிகளுக்கும் விரிவுபடுத்தப்படும்.
- பள்ளிக் கல்வி துறைக்கு இந்த நிதியாண்டில் ரூ.44,042 கோடி நிதி ஒதுக்கீடு. மூன்றாம் பாலினத்தவரின் கல்லூரிக் கல்வி மற்றும் விடுதிகள் கட்டணத்தை அரசே ஏற்கும்.
- பூவிருந்தவல்லியில் ரூ.500 கோடியில் திரைப்பட நகரம்.
- 2024-2025 ஆம் நிதியாண்டில் தமிழ்நாட்டில் புதிதாக 3,000 பேருந்துகள் கொள்முதல் செய்யப்படும். சென்னை விமான நிலையம் – கிளாம்பாக்கம்; கோயம்பேடு- ஆவடி; பூந்தமல்லி – பரந்தூர் இடையே மெட்ரோ ரயில் விரிவாக்கம் செய்யப்படும்.
- தமிழ்ப்புதல்வன் திட்டத்தில் மாணவர்களுக்கு மாதம் ரூ.1000 வங்கிக்கணக்கில் செலுத்தப்படும். இதற்காக அத்திட்டத்திற்கு ரூ.360 கோடி நிதி ஒதுக்கப்படும்.
